Sweepstakes Casinos

Two currencies, one of which can be redeemed, and eleven states that decided the distinction did not hold.

Sweepstakes casinos separate play money from redeemable money so that the activity can be run as a promotion rather than as gambling. That structure let operators reach the many states with no licensed online casino at all. Between 2025 and 2026, eleven states passed statutes against it, so availability now depends on where you live and on which week you are reading this.

How the Dual-Currency Model Works

A sweepstakes casino gives you two balances that never mix.

Gold Coins are the play currency. You buy them in packages, you stake them on slots and table games, and you cannot redeem them for anything. Win or lose, a Gold Coin balance stays a Gold Coin balance. It works the way chips in a social game work.

Sweeps Coins are the redeemable currency. You do not buy them. They arrive as a bonus attached to a Gold Coin purchase, as a daily login award, or through a free entry route, which is usually a written postal request or an on-site form. Stake Sweeps Coins on the same games and the winnings are also Sweeps Coins. Once your Sweeps Coin balance clears a minimum redemption threshold and a playthrough condition set by the operator, you can request redemption for cash or a prize.

Everything legally significant sits in that second paragraph. The redeemable currency is never sold. It is given away, and the free entry route has to be a genuine alternative rather than a formality, which is why operators publish postal addresses and handling rules for it.

Whether any of this is available to you depends entirely on your state. Open /us and then /us/<your-state> before you go further, because eleven states have passed bans since 2025 and operators have been exiting those markets on different timetables. A brand that accepted your state last year is not evidence it accepts your state today, and neither is an advert.

Why the Model Existed

Online casino is licensed state by state in the United States. As of 2026 that list runs to eight states: Delaware, Michigan, New Jersey, Pennsylvania, Rhode Island, West Virginia, Connecticut and Maine. In the rest of the country there was no licence to apply for, so there was no lawful way to sell online casino play.

Promotional sweepstakes law was the gap operators built in. Businesses have run prize promotions for decades under rules that turn on three elements: consideration, chance and prize. Remove any one of them and the promotion is not a lottery or a gambling offer. Chance and prize are obviously present in a slot game. So the model removes consideration, by making the redeemable currency free to obtain. That is what the postal entry route is for, and it is why the terms insist that no purchase is necessary.

The counterargument is about what is really being sold. If almost every Sweeps Coin in circulation arrived attached to a Gold Coin purchase, and the Gold Coins themselves have no use beyond playing casino games, then a regulator can reasonably say the purchase and the chance to win are the same transaction wearing two hats. Several attorneys general took that view. Legislatures then wrote it into statute.

For a player, the practical effect of the model is a slower, more conditional cashout than a licensed casino offers. Redemption is not a withdrawal. It is a prize claim, subject to verification, minimum thresholds, playthrough on the Sweeps Coins themselves, and a fulfilment process that the operator controls.

The 2025-26 Bans and What They Changed

Sweepstakes bans passed in 2025 and 2026 in California, Connecticut, Indiana, Louisiana, Maine, Montana, Nevada, New Jersey, New York, Oklahoma and Tennessee. Eleven states. The list mixes states with licensed online casino, such as Connecticut, New Jersey and Maine, with states that have none, such as California and Nevada.

The statutes are not identical. They differ in what they prohibit, who they target, and when they take effect. Some are aimed at operators, some at payment processors and affiliates, some at advertising. A ban that starts in one state in the spring and another in the autumn produces exactly the confusion you would expect, which is why a single national availability table is close to useless and a state page is not.

The operator response has varied. Some brands exited banned states before the commencement date. Some exited on the date. Some restructured their offering and stayed. Where an operator exits, unredeemed Sweeps Coin balances are normally redeemable for a stated window, after which they lapse. That window is in the terms, not in the marketing email, and it is the single most expensive clause on the page for anyone holding a balance.

Two habits follow from this. Do not buy a large coin package in a state where legislation is pending or recently passed, because the practical value of a Gold Coin balance is the play it buys and that play may stop being offered. And check /us/<your-state> on the day, not from memory. We date every availability claim on this site for the same reason.

What to Read Before You Buy a Coin Package

Five things, in order of how often they cause trouble.

Redemption terms. Find the minimum Sweeps Coin balance required to redeem, the playthrough applied to Sweeps Coins before redemption, and the stated processing time. If an operator publishes a coin package offer without publishing the playthrough attached to the bonus Sweeps Coins, treat the offer as unpriced, because you cannot work out what it is worth.

Verification. Redemption is a prize claim, so identity documents are normally required before the first payout rather than at signup. Expect that, and expect the name on the account to have to match the name on the documents and on the receiving account.

The free entry route. Read what it actually requires: the postal address, the format, any daily limit, and how long fulfilment takes. It is the mechanism the whole model rests on, and it tells you how seriously the operator takes its own legal argument.

Game information. Check whether return to player is published for the titles you intend to play. Where it is not, you cannot price the entertainment, and the honest thing to say is that you are buying an unpriced product. For comparison, a game running at 97% RTP costs 3% of everything staked, and European roulette costs 2.7% against American roulette's 5.26%. That cost is the price of the session, not a fee you can avoid with a betting pattern. No staking system changes it.

Exit terms. What happens to Gold Coins and Sweeps Coins if the operator withdraws from your state, closes your account, or ends the promotion. /responsible-gambling covers the deposit and time limits worth setting before any of this becomes relevant.

Questions fréquentes

What is the difference between Gold Coins and Sweeps Coins?

Gold Coins are the play currency. They are sold in packages, staked on games, and cannot be redeemed for anything. Sweeps Coins are the redeemable currency. They are never sold directly, arriving instead as a bonus attached to a purchase, as a login award, or through a free entry route such as a postal request. Winnings from staked Sweeps Coins are Sweeps Coins, and once the balance clears the operator's minimum and playthrough condition it can be redeemed for cash or prizes.

Why did sweepstakes casinos exist at all?

Because online casino is licensed state by state, and as of 2026 only eight states licence it: Delaware, Michigan, New Jersey, Pennsylvania, Rhode Island, West Virginia, Connecticut and Maine. In the rest of the country there was no licence to apply for. Promotional sweepstakes law offered a structure where the chance to win is free to obtain, which is the argument that the activity is a promotion rather than gambling. State legislatures have since been writing the opposite view into statute.

Which states banned sweepstakes casinos?

Bans passed in 2025 and 2026 in California, Connecticut, Indiana, Louisiana, Maine, Montana, Nevada, New Jersey, New York, Oklahoma and Tennessee. The statutes differ in scope and in when they take effect, and operators have exited on different timetables, so the position in one banned state does not tell you the position in another. Your state page at /us/<your-state> carries the dated detail.

Is redeeming Sweeps Coins the same as withdrawing from a casino?

No. A redemption is a prize claim. It is subject to a minimum balance, to playthrough on the Sweeps Coins themselves, to identity verification, and to a fulfilment process the operator runs on its own timetable. A licensed online casino in a regulated state processes a withdrawal instead, under rules a state regulator enforces. The difference is small on a good day and large on a bad one.

What happens to my balance if the operator leaves my state?

Usually there is a redemption window stated in the terms, after which unredeemed Sweeps Coins lapse, and Gold Coins simply stop being usable because the games are no longer offered to you. The length of that window and the notice you get are set by the operator, not by a regulator, in most of these states. Read the clause before buying a package rather than after an exit announcement, and keep purchases small where legislation in your state is pending.
