Search the store for the brands that advertise around streaming and esports and most of them are missing. That is a distribution rule rather than a technical failure.
Apple requires a real money gambling app to be submitted by the licensed operator itself, as an organisation rather than an individual, and restricted to the territories where that operator holds a licence for that specific product. Google applies a comparable rule on Play, with a country by country opt-in that the operator has to qualify for separately in each one.
That condition is what an offshore licence cannot satisfy. Curaçao now issues direct licences rather than the old sub-licence arrangement, and Anjouan licences are among the least demanding in the sector. Either can be a legitimate basis for operating, and neither produces a list of national regulators who have individually approved the operator in their market. Without that list there is nothing to hand a store reviewer.
Payments are the second lock. Store billing is built for digital goods, not for funding a gambling balance, and an operator settling in crypto does not fit the model at all. Remove the wallet from the app and most of the reason to build it disappears.
So the store apps that do exist are market specific. In the United States that means the states with regulated online casino, currently Delaware, Michigan, New Jersey, Pennsylvania, Rhode Island, West Virginia, Connecticut and Maine, each with an app that geolocation refuses to run outside its state. Sweepstakes operators are the visible exception, because their products are presented as promotional sweepstakes rather than gambling and so clear the store rules that block the rest. That route is narrowing. Sweepstakes play has been banned across 2025 and 2026 in California, Connecticut, Indiana, Louisiana, Maine, Montana, Nevada, New Jersey, New York, Oklahoma and Tennessee.
