A poker room is peer-to-peer: the operator deals, enforces the rules and charges a fee, with no stake in who wins because it is not in the hand. A house-banked game is the opposite. The dealer plays against you, the paytable is fixed, and the margin is built into the odds. Several of those carry the word poker, which is where the confusion starts.

Our catalogue prices them. Video Poker (Jacks or Better) returns 99.54% on a full-pay 9/6 paytable under perfect play, an edge of 0.46%; on an 8/5 paytable the same game returns roughly 97.3%. Casino Hold'em returns 97.84% of the Ante, an edge of 2.16%, or about 0.82% against the money actually at risk once the Call bet is counted. Three Card Poker returns 96.63% on the Ante, an edge of 3.37%, and its Pair Plus side bet returns 92.72%, an edge of 7.28%.

So before a single hand against another human, the word poker already spans 0.46% to 7.28%. A factor of nearly sixteen inside one label.

We keep the two apart on purpose. Stake carries a Video Poker original documented at 99.5%, and its poker field is recorded false. A Jacks or Better machine is a slot with a decision in it.

A blank in that field is not a no. Four operators are recorded as running poker, five as not, and for eighteen the question was never settled. Those eighteen are missing here because we do not know.

A house edge is a price per unit staked. Put $2,000 through European roulette at 2.7% and the expected cost is $54, whatever you do with the chips.

Rake is a fee on the pot, taken once per hand out of money already on the table. What is left is redistributed according to who played better. The sum of every player's expectation at a poker table is exactly minus the rake. Never worse, never better. How that sum divides is settled by the players.

Work it with numbers, substituting the room's own schedule, because we hold no rake schedule for any operator here and will not invent one. Suppose 5% of the pot capped at $3, an average pot of $40, and 25 hands an hour. Five per cent of $40 is $2, under the cap, so the room takes $2 a hand and $50 an hour off the table. Nine players: about $5.56 an hour each.

That is a total being shared out, not a price everybody pays. Suppose five of the nine are collectively taking $80 an hour off the other four before the fee. After the room's $50, the nine together are down $50, the four are down far more, and the five can still finish ahead. Nothing equivalent happens at Casino Hold'em, where the 2.16% is charged to each player separately.

So rake makes a winning result possible, not likely. Two numbers decide whether the example is optimistic: the percentage with its cap, and the hands per hour. Fast-fold formats deal far more of them.

Ignition holds the most poker-specific record we have: Zone Poker, a fast-fold format, and Anonymous Tables, where screen names are hidden so nobody builds a read on you across sessions. Around 300 casino games sit alongside the room. It is licensed by the Anjouan Gaming Board and publishes no licence number we could find. Its own restricted-states page would not resolve for us, so the list is secondary: two independent sources name Delaware, Maryland, Nevada, New Jersey and New York.

Bovada runs poker beside a sportsbook, a casino and horse racing on one account. Our notes call it Ignition's sister site and the records agree: the same 24 to 48 hour withdrawal review, the same Check by Courier payout at a $100 processing fee, which Ignition waives once every 90 days. Its licence names the Union of the Comoros (Anjouan) and the Central Reserve Authority of Western Sahara, again with no number. 1win lists poker inside a very large product, and that is nearly all we can say. Every terms path we requested returned a client-rendered shell identical to the one an invalid URL returns, so the rake, the bonus release and the verification rules cannot be read at all.

One disclosure the ordering forces. This page sorts on the trust pillar of our score, a quarter of the overall, and one input to it is how many controversies we have documented. Bovada and Ignition show zero. That is a fact about our research, on two brands publishing no licence number: the absence of a finding, not a finding of absence. Poker needs other people. A house-banked game works with one customer and a server; a poker room with nobody in it is an empty page. Liquidity, not software, is the binding constraint, and liquidity clusters.

In our index the clustering is total. Three operators are recorded as open to players in the United States: Bovada and Ignition for real money, Stake.us under the sweepstakes model. All three are recorded as running poker. Of the five recorded as not running poker, four block the US outright and the fifth leaves the question open.

The cause is history. Bovada dates from 2011, the earliest founding year in our index; the crypto-first operators that dominate this market mostly launched from 2017 onward. A player pool is the one asset here a competitor cannot acquire by licensing software, so brands that inherited one kept it. The rest shipped house-banked originals instead, which need no second player and earn from the first bet.

The consequence is not a happy one. The rooms with enough players are offshore brands serving a market that does not license them. US online casino is regulated state by state, and an Anjouan licence carries no standing with any state regulator: if a balance is withheld there is no state body to appeal to. Both real-money brands split their welcome offer, and the split matters more than the headline.

Ignition advertises a $3,000 poker and casino welcome bonus, recorded as a deposit match divided between the two. The only multiple we hold is 25x deposit plus bonus on the casino portion, and that came from a secondary source rather than the operator's terms.

Bovada advertises up to $3,750 across casino, sports and poker packages. Its terms define rollover as a multiple of the bonus, or of bonus plus deposit, and keep the multiplier on each promotion's own page behind an account. The contribution schedule is published and precise: slots and specialty games 100%, table games 20%, video poker and blackjack 10%, roulette and baccarat 5%, double-deck blackjack 2%, excluded games including live casino 0%.

Notice what is not on that list. Poker. A contribution table measures turnover against a house edge, and a poker room has none, so the poker half has to release against something else: rake paid, points earned, or hands played. Neither states which anywhere we could read it: every candidate URL for Ignition's bonus terms returned 404, and Bovada keeps each promotion's multiplier on a landing page behind an account. Ask support in writing, along with the expiry on that half.

Treat the two halves as two offers: convert the casino half the way low wagering casinos sets out, and treat the poker half as unknown. An unpublished requirement is not an absent one.
