That unresolved status is exactly why a licence matters. Under a Curaçao direct licence, obligations attach to the named operating company and the regulator has a defined role when a complaint goes unresolved, so a refused payout has a route beyond the operator's own support desk: a published process, a named entity, and a licence the authority can review.
