A verifiable game and a clean documented record are two different things, and neither of them is a promise that you get paid.

Two filters build this page. The operator must run a provably fair system on its own games, and our research must have turned up no documented controversy against it. Say the second one plainly first: a zero means we found nothing, which is a fact about our research and not a clean record. The seed check the first filter refers to reaches a handful of in-house titles out of libraries running to thousands, and it stops the moment the round ends.
We earn a commission from these. It does not change their score or their place in the ranking below.

The controversy rule counts the controversies we have written down. It does not count the ones that exist.
An operator appears here because our research found nothing to record, and research finds what it looks for, in the languages it reads, in the sources it can reach. A dispute settled quietly, a complaint somewhere we do not index, a pattern that has not surfaced yet: none of it is in the count, and none of it would keep a brand off this page. A zero is the absence of a finding, and nothing more.
How thin the reading was is itself on the record. Four of the nine operators here have no source on file outside the operator's own domains: Stake's four sources are all pages on stake.com, Roobet's two are both its help centre, and Shuffle and BC.Game have one apiece, the operator's own site. Our methodology puts reputable press and industry reporting fifth in the source order, "only for things the operator would not publish about itself, such as disputes". For those four, no source of that kind was read, so the field could hardly say anything else. Casinos with no documented controversy runs the same check across every operator sitting at zero.
The filter still does real work. Sixteen of the operators we publish run a provably fair system, and seven of those carry at least one documented item, ranging from a single note about polarised user reviews to six separate entries against one brand, four of them withdrawal complaints. Removing those seven is a distinction drawn from actual reading, but it is a distinction about what is on the record.
Age is the part the list cannot fix. Nothing is documented against Winna, which our record dates from 2024, and nothing is documented against Bitcasino.io, trading since 2014. Those two zeros are not the same size. The ordering runs on the trust pillar of our score, which weighs the licence, our confidence in it, years operating and documented controversies rather than the overall score, where a large games library can outweigh a bad record. That helps; it does not turn a young record into a long one. The founding year is on each operator's own page rather than on the cards below, and /methodology sets out how the pillar is built.
A provably fair system covers the games the operator wrote itself. It does not cover the games it licensed from a studio, and on every site here the licensed games are almost the whole library.
The counts, as our records stand. Stake lists thirteen originals against a catalogue of roughly 4,000 titles, about one verifiable game in 310, and that is the best ratio here. BetFury lists the most originals, twenty-one, and also the largest catalogue at roughly 13,000: one in 620. BC.Game, eight against 8,000. Shuffle, seven against 5,000. Roobet, five against 4,500. Winna, four against 6,000. Bitcasino.io and Metaspins, three each against 5,000. Duelbits, one recorded original against 5,518.
Add them up: sixty-five in-house titles across roughly 56,000 catalogue entries. About one game in 860, or just over a tenth of one per cent of what is on the sites.
Everything else comes from a studio. Pragmatic Play and Evolution appear on all nine of these records, Hacksaw Gaming on seven and Nolimit City on six, with Play'n GO, BGaming, NetEnt, Push Gaming, Relax Gaming and a dozen smaller names behind them. Their games run on the studio's own random number generator, certified by a testing house in the conventional way. There is no seed to rotate and no hash to reproduce. Spend a session on a Pragmatic slot at a provably fair casino and you have used none of the thing the label refers to.
That is not an accusation, and no operator here claims otherwise. The point is the gap between where the badge sits, which is the whole site, and where it applies. If verification is why you chose the site, play the originals. What provably fair actually proves sets out the mechanism; /provably-fair-casinos lists every operator running one, record or no record.
A verified result tells you the number was drawn as the published rules describe. It tells you nothing about whether the money reaches your wallet.
The hash commitment closes one attack: changing the outcome after the stake is in. Everything downstream of that moment is ordinary operator behaviour, and ordinary operator behaviour is where players lose money. Withdrawal review queues. A verification request that arrives at the cashout rather than the deposit. A bonus term applied to a payout already requested. A country restriction enforced at withdrawal but not at signup. A maximum cashout nobody read. No seed touches any of it, and a site can publish immaculate seed pairs and still be hard to leave. How crypto withdrawals actually work covers the sequence; /fast-payout-casinos ranks on payout behaviour instead.
The licence is the other half of the question, and this page does not filter on it, so read what is there. Eight of the nine hold a Curaçao licence, Winna holds one from the Tobique Gaming Commission in New Brunswick, and Duelbits' record also reports a secondary Anjouan licence beside its Curaçao one. Curaçao now issues direct licences rather than routing through master licence holders, which at least puts a named licensee on paper; our records carry one for six of the nine. Seven of the nine have a licence number on file; two do not, and one of those two, BC.Game, has a licence claim our record marks unverified against any register.
None of it gives you an ombudsman with the power to order a payout. If an operator here voids a win, your route is its own complaints process and then a regulator in a jurisdiction you have never been to.
Three checks, none of them long.
Read the fairness documentation, not the badge. Look for which games it applies to, the mapping function each one uses, and whether you can set your own client seed. Titles it does not name are not covered. A vague mapping means your reproduction will fail and you will not know whether the fault was the site's or yours. A client seed you cannot change means the operator supplies both inputs, which is the weakest form of the guarantee.
Verify one round. Copy the hashed server seed before you start, play a few rounds of an original, rotate the seed so the old one is revealed, and reproduce a result. One round confirms the implementation behaves as documented. Nobody checks every round and nobody needs to: the value is that a discrepancy would be provable rather than arguable. Our guide walks through the arithmetic.
Test the exit, which is the check the seeds cannot do for you. Deposit a small amount, play a little, withdraw, while the balance at stake is trivial. Four of the nine carry a KYC policy we record as risk-based and four as required at withdrawal, with one we could not establish, so identity is a question of when rather than whether.
None of it changes the price. Our game records hold fifteen Stake Originals: eight run at 99% RTP, a 1% house edge; five at 98%, a 2% edge, those being Dragon Tower, Flip, Slide, Pump and Cases; Diamonds at 98.29%; and the in-house video poker at about 99.5%. That set is not the same thirteen the operator record lists, which counts in-house blackjack, roulette and baccarat and none of Flip, Slide, Pump or Cases. Two per cent costs twice what one per cent costs on the same turnover, and the seed check treats both identically. It confirms how the number was drawn, not what the number pays.
No. It means one narrow thing: on the operator's own games, the result was fixed before your stake went in and was not altered afterwards. Safety in the sense most people mean it is about whether withdrawals get paid and who hears a dispute. A seed system answers neither.
No, and this is the most important sentence on the page. The filter counts controversies we have documented. A zero means our research turned nothing up, which depends on what we looked at and what is publicly visible. On four of these nine records no source outside the operator's own domains was read at all, so quiet settlements and complaints in sources we do not index sit outside the count.
The controversy rule. Sixteen of the operators we publish run a provably fair system, and seven carry at least one documented item, which is why they are not here. The entries vary widely in seriousness, so /provably-fair-casinos lists every operator with a seed system regardless of record.
Not with the seed system. Slots and live tables come from third-party studios such as Pragmatic Play, Evolution and NetEnt, and they run on the studio's random number generator, certified conventionally rather than verified by you after the round. Across these nine our records hold sixty-five in-house originals against roughly 56,000 catalogue titles.
Not necessarily, and the comparison is the trap in any list built this way. A 2024 brand has had two years in which nothing could be documented; a 2014 brand has had more than ten. Weigh a documented item by what it describes rather than by its presence in a count.
Eight of the nine hold a Curaçao licence, Winna holds one from the Tobique Gaming Commission in New Brunswick, and Duelbits' record also reports a secondary Anjouan licence. Curaçao's move to direct licensing made the licensee identifiable on paper, and our records carry a named licensee for six of the nine. None of these regimes provides a body that can order an operator to pay you.
