Trust is a quarter of our overall score, which is why this page is not ordered by the overall score.

This page lists every operator we track, ordered by one pillar of the published score rather than by the whole of it. That pillar is trust: the licence, how confident we are in it, years operating, documented controversies, and whether the games can be verified. In the overall score trust counts for a quarter, so a large catalogue and a quick payout can lift an operator with a poor record above one with a clean one. Ordering by trust removes that effect. It does not make the result a safety certification. This ranks what we could verify, and the sections below set out what that leaves out.
We earn a commission from these. It does not change their score or their place in the ranking below.

Every operator we track carries one overall score, built from eight weighted pillars and set out on our methodology page. Trust carries the largest single weight of the eight, 0.25. It is still only a quarter, which is not enough to settle a question about safety.
The arithmetic shows why. Bovada scores 8.0 on trust and MyStake 5.5, a gap of 2.5 points. At a weight of 0.25 that gap is worth 0.625 of the overall score.
Now the games pillar. MyStake scores 8.4 and Bovada 4.0, a gap of 4.4 points at a weight of 0.15, which is 0.66.
The catalogue difference alone more than cancels the licensing difference, before the other six pillars are counted. Ordered by the overall score, MyStake comes seventh and Bovada twelfth. Ordered by trust, Bovada is fourth and MyStake seventeenth. Neither ordering is wrong. They answer different questions, and only one is the question this page asks.
Bovada's games figure is low because its record carries no catalogue number at all, and an undocumented number is scored low here rather than skipped.
Ties break on the overall score. Four operators sit level at 8.0 on trust, and the overall score orders them Stake, Bitcasino.io, Bovada, Winna. That is the whole rule, and you can reproduce it from the pillar figures on each operator's own page.
The picture is monotonous. Eighteen of the twenty-seven name a Curaçao licence and eight name an Anjouan one. Two name both, so twenty-four hold one regime or the other.
Three are neither. Winna names the Tobique Gaming Commission in New Brunswick, Canada. Betpanda publishes no licence at all. Stake.us holds none by design, because it runs as a sweepstakes promotion rather than a casino.
Not one of the twenty-seven holds a UK Gambling Commission or Malta Gaming Authority licence. The trust pillar reserves a point for a tier-1 regulator, meaning Malta, the UK, Kahnawake, the Isle of Man, Gibraltar, New Jersey, Pennsylvania or Michigan, and nobody here earns it. The pillar's practical ceiling on this page is therefore 9 out of 10 rather than 10, and the first row sits at 8.5.
For a player that gap is about what happens when something goes wrong. The position on our crypto casinos page holds here. Curaçao now licenses operators directly rather than through the old master-licence chain, which at least makes the licensee identifiable, and Anjouan licences are among the least demanding available. Neither gives you a body with the power to order a payout. If an operator voids a win, your route is its own complaints process and public pressure.
Two details follow. A licence number is the only part of a footer badge you can take to a register; a logo is not. Twenty-one records carry a number and six do not, Bovada among them, whose licensing authority we hold at high confidence with no number attached. And a licence belongs to a company rather than a brand: Bitcasino.io and Livecasino.io share the number OGL/2023/111/0069 because they share one licensee, Moon Technologies B.V.
The ordering is auditable. That is a different property from being right, and the gaps are worth naming.
A documented controversy costs a point of trust, and the deduction stops at three. A fourth, fifth and sixth cost nothing. Livecasino.io carries six documented controversies and MyStake carries one, and both score 5.5. If the difference between one problem and six matters to you, and it should, the ranking does not carry it. Each operator's own page lists them individually.
The gap in the other direction is larger. Twelve of the twenty-seven have no documented controversy on their record. That is a statement about what our research found, not a clean bill of health. Nothing was turned up; nothing further is implied. An operator that is new, small or thinly covered by the complaint databases produces the same zero as one that has behaved well for a decade, and the pillar rewards both identically. Those twelve have a page of their own, casinos with no documented controversy, which measures how thin some of those files are: five of the twelve have no source on record outside the operator's own domains.
Confidence is recorded and still reads as a weaker signal than it deserves. Five licence records are held at high confidence, eighteen at medium, three at low, and one is unverified. Our methodology defines high as having opened an official source and read the value there, and medium as a reputable secondary source reporting it with nothing contradicting it.
Seven records file a licence-identity dispute as a documented controversy: an old master licence still in circulation, a number two publications print differently, an operator that changed licensee mid-year. Four of those seven are still graded medium. In some the disagreement is only that stale third-party pages cite a superseded licensee, which says nothing against the current value; in others the sources genuinely conflict about what the licence is now. The grade does not separate those two cases, so it reads stronger than it is, and the operator's own page is where you can see which one you are looking at.
Last, the pillar measures what an operator published and what has been written about it. It cannot measure whether a payout arrives next month. That is a separate pillar and a separate page: instant withdrawal casinos ranks on documented processing times.
Every input to this pillar is arithmetic, so the honest way to end a ranking page is to say what changes it. The eight pillars, their weights and the confidence grades are on our methodology page; the point values below are the scoring function itself, written out.
Confirming a licence against its register moves a record from medium confidence to high: three points becomes four, so one point of trust. Three operators sit at low confidence and one is unverified, and the function scores both the same, one and a half. For those four, confirmation is worth two and a half points. Betpanda is the odd one of the four: its record names no authority at all, so there is nothing to look up until the operator publishes one.
Documenting a controversy costs a point, up to the three-point cap. That is the largest swing available and it runs one way: nothing removes a documented controversy except establishing that it was wrong.
Verifiable game fairness adds a point, and sixteen of the twenty-seven carry provably fair originals. What that proves is narrower than the phrase suggests, and our provably fair casinos page sets the limit: it shows a round was fixed before your stake went in, and says nothing about whether the operator pays.
Age adds on bands. Half a point below two years, one at two, one and a half at four, two at eight. That last band is why a row can move without an operator doing anything: one founded in 2019 crosses eight years in 2027 and gains half a point on the calendar.
The largest change available is the one nobody here has made, a tier-1 licence. One point immediately, plus whatever the recourse behind it is worth to a player, which the score does not try to price.
Two things this page is not. It is not a certification: we have verified records, not operations. And it is not a reason to open an account, because where you live decides which operators may lawfully serve you. Our US page covers that.
No. It means that among the twenty-seven operators we track it scores highest on the pillar built from licence, licence confidence, age, documented controversies and verifiable game fairness. Each of those is a fact about the record we hold; none is a prediction about a withdrawal. The pillar's ceiling on this page is 9 out of 10 rather than 10, because no operator here holds a tier-1 licence, and the first row sits at 8.5.
They are different numbers. The score shown is the overall score, a weighted sum of eight pillars in which trust is a quarter. The order here is the trust pillar alone, highest first, with the overall score used only to break ties. On best online casinos the same operators are ordered by the overall score, and several rows move a long way between the two lists.
For this part of the market, yes: twenty-four of the twenty-seven, eighteen Curaçao and eight Anjouan, with two holding both. None holds a UK or Maltese licence. Neither regime gives you a body that can compel a payout, so a dispute ends in the operator's own complaints process.
That our research found none. Twelve of the twenty-seven are at zero. It is a fact about what we looked for and read, not a guarantee about the operator. A site that is new, or thinly covered by the complaint databases, produces the same zero as one with a long clean record. Read it as the absence of evidence it is, and read the operator's own page for what we did find.
Find the licence number on the operator's own footer and look it up in the issuing register; if there is no number there is nothing to look up, and six of the twenty-seven publish none. Check the licensee company, because a licence belongs to a company rather than a brand. Then test the exit with a small deposit and a withdrawal, before the balance is one you would mind losing. Our methodology sets out the eight pillars, their weights and what each confidence grade means; the trust pillar's own point values are written out on this page.
